Step 2: Enroll to Partner Center
After you register as an XBOX partner and sign your non-disclosure agreement (NDA), you’re ready to enroll to Partner Center. Partner Center is the portal you use to create and manage your XBOX games.Prerequisites
- Register as an XBOX partner and sign the non-disclosure agreement.
Review the App Developer Agreement
Before you can enroll to Partner Center, you must review and agree to the terms and conditions of the App Developer Agreement.- Go to the XBOX Partner Dashboard and sign in with your Microsoft account (MSA).
- In the Enroll to Partner Center prompt, select the App Developer Agreement (ADA) link and review the agreement in full.
- When you’re ready to proceed, select the checkbox to accept the terms and conditions of the App Developer Agreement.
- Select Enroll.
Enrollment outcomes
After you accept the App Developer Agreement and enroll to Partner Center, XBOX automatically creates your Partner Center account.- If enrollment to Partner Center is successful, the XBOX Partner Dashboard displays your Seller ID and you’re ready to Apply to ID@XBOX.
- Alternatively, you can get started with development by using the Game Development Kit (GDK) with limited features.
- If enrollment to Partner Center fails, you might be able to select Retry. XBOX will retry to create your Partner Center account.
- If enrollment to Partner Center fails and can’t be retried, XBOX will investigate the issue and contact you when it’s resolved.
When you enroll to Partner Center, Microsoft verifies the information you provide. Verification usually takes 3-5 business days. You can monitor the status under Account settings > Legal info in Partner Center. During this process, we might email your primary contact with a request for more information.
(Optional) Get started developing with the XBOX Game Development Kit
At any time after you provide your business information, sign the NDA, and enroll to Partner Center, you can start exploring the XBOX Game Development Kit (GDK) with limited capabilities:- You can only build and test in XBOX development sandboxes.
- You can use XBOX identity and basic player features, including sign-in, presences, and some social features.
- You can use XBOX cloud storage for game saves.
- You can use XBOX multiplayer sessions and networking APIs.
- You can’t use XBOX achievements and gamerscore.
(Optional) Create or link a Microsoft Entra ID tenant to manage account users and permissions
Before you can grant other studio members access to your Partner Center account and its games, you need to create or link an Entra ID (formerly Azure Active Directory) tenant. Members of your studios also need a user account associated with Partner Center before they can access secure XBOX resources, including private documentation and secure XBOX Game Development Kit (GDK) downloads.- Associate an existing tenant

If your studio already has an Entra ID tenant, you can associate it with your Partner Center account.

Open Account settings
Sign in to Partner Center, select the gear icon (near the upper-right corner of the dashboard), and select Account settings.

Select Tenants
On the Settings menu, select Tenants.

Associate Microsoft Entra ID
Select Associate Microsoft Entra ID.

Sign in with tenant credentials
On the sign in page, enter the credentials for the tenant you want to associate.

Review the domain name
On the confirmation page, review the domain name for your Entra ID tenant.

Confirm
To complete the tenant association, select Confirm.

Manage account users
If the tenant association is successful, you can now manage account users in Partner Center.
