For most categories, apps and games share similar instructions both product types use the same Partner Center portal. You can use the instructions for app submission almost interchangeably. Select MSIX for the base game and App addon for game add-ons instructions.However, Games have additional parameters and more addon options. For sections in Partner Center that are specific for games, all instructions are listed here in the game publishing guide.
Is having a developer account on Partner Center the same as being in a developer program?

Signing up for a developer account on Partner Center allows you to submit an app or game to the Microsoft Store. This doesn’t mean that you’ve joined a game developer program like ID@XBOX.
