Set up your organization in Partner Center with a free Microsoft Entra ID so members of your team can access secure XBOX resources such as documentation, downloads, and forums. If you already have a Microsoft Entra tenant, you can associate it with Partner Center.

Before you begin

  • A Partner Center account onboarded for XBOX development. See ID@XBOX onboarding if you haven’t completed this step.

Connect Microsoft Entra ID

  1. Sign in to Partner Center as the account owner and open Account settings from the top-right gear menu.
  2. Under Organization profile > Tenants, check the Partner and Developer tabs to see if a Microsoft Entra tenant is already configured.
  3. If no tenant is associated, select Create Microsoft Entra ID to create one free of charge.
  4. Fill in the details to create a tenant under the yourOrganization.onmicrosoft.com domain.
  5. Note the Global Administrator account. Partner Center creates it specifically to manage the Microsoft Entra ID.
  6. Sign in as the Partner Center account owner and select Add user to add users.
  7. Have each user verify they can access the XBOX Game Development Home.

Manage users

Go to User management in Account settings while signed in with a Manager account for the relevant Microsoft Entra tenant.

Add existing users

  1. Select Add existing users.
  2. Select one or more users from the directory.
  3. Assign Roles. Most teams use the Developer role. See Set roles or custom permissions.
  4. Select Save.
When you add multiple users at once, they all receive the same role. To assign different roles, repeat the process per role.

Create new users

You must be signed in with a Global Administrator account to create new users.
  1. Go to Users > Add users > Create new users.
  2. Enter first name, last name, and username.
  3. Optionally make the user a Global Administrator of your Microsoft Entra ID.
  4. Select group membership and roles.
  5. Select Save and copy the temporary password from the confirmation page.

Invite outside users

Inviting outside users requires Global Administrator. Outside users cannot perform certain Visual Studio tasks, such as Store associations and package uploads. For those, use Create new users.
  1. Go to Users > Add users > Invite users by email.
  2. Enter up to 10 email addresses, separated by commas or semicolons.
  3. Assign roles and select Save.
Invited users receive an email, and Microsoft Entra adds them as guest users in your tenant. To resend, find the user on the Users page and select Resend invitation.

Troubleshoot access

Don’t use nested groups

Partner Center doesn’t support nested groups (a group inside another group). Add users through flat groups or directly.

Delete and re-add

If you suspect a user wasn’t added correctly, select Delete next to their name and then Delete from account. Re-add them and reapply their roles.
